Hilary T. Howes (Mr)  – Executive Director

Mr. Howes brings nearly 30 years of nonprofit sector management to the position having split his career between the Canadian Red Cross Society and the Construction Association of New Brunswick (CANB). While employed by the Red Cross, Mr. Howes served as public relations and campaign director, water safety director and eventually regional director for central NB. He was also seconded to the American Red Cross in response to Hurricane Andrew and to the International Red Cross for a mission to Yugoslavia.While with the Construction Association, Mr. Howes was recognized several times by the Legislature for his service as an executive member of the province’s Red Tape Reduction Committeeand the Building Safety Advisory Committee. Among his proudest accomplishments while with CANB was his contribution to establishing the NB Construction Safety Association.

Hilary also has many years of experience as a volunteer. He is a past president of the Royal Life Saving Society NB, one of the founders of Special Olympics in NB and the NB Council on Recreation for the Disabled and is currently a fly fishing instructor with the Miramichi Salmon Associations First Cast Program.

He is a graduate of both New Brunswick Community College and the University of New Brunswick.

He has two grown children who took pleasure in raising two English Setters, several cats, rabbits, hamsters, budgies, a parrot, and tropical fish.

Carl MacAulay – Chief Animal Protection Officer

Carl MacAulay is the New Brunswick SPCA Chief Animal Protection Officer.Mr. MacAulay, a career officer with the RCMP, took up his duties as on July 22, 2013. His appointment was formally approved by the NBSPCA board of directors on August 7, 2013. The search for a chief had been proceeding since May, and the selection committee had reviewed twenty-five applications and interviewed four candidates.

A native of Oromocto, Carl received his BA degree from St. Thomas University in 1984. He completed RCMP officer-training in 1986, and served with the RCMP in British Columbia and New Brunswick in various postings between 1986 and 2010. Ten of those years were spent in Burnaby, B.C., where he supervised a wide range of criminal investigations. From 1998 to 2004 Carl was seconded to the Organized Crime Agency of British Columbia, and he served as its media relations officer from 2002 to 2004. In 2004 he requested transfer back to New Brunswick, and served in a supervisory role, managing ten RCMP members in Grand Bay. Carl retired from the RCMP in 2010, to make his home in Fredericton. Carl has also had extensive experience as a private-sector businessman, most recently as Vice-President Operations for Atlantic Canada with Work Global Canada.
